Can I use the 1.0E on modern mono reissues?

It will play them, but the 0.7E is the better geometric match for records cut to modern dimensions. The 1.0E is intended for the wider grooves of early pressings.

Does it need a different tracking force?

Yes. The 1.0E tracks at 2.0–2.5 g, heavier than the 1.5–2.0 g of the 0.7E. Re-check your tracking force after swapping.
